Introduction :

In 2009, the Democratic Republic of Congo adopted the Process for Reducing Emissions from Deforestation and Forest Degradation (REDD+), a global initiative aimed at combating climate change by preserving forests. As part of this membership, the DRC developed its National REDD+ Framework Strategy and created the National REDD Fund (FONAREDD) to finance the implementation of this strategy. Today, FONAREDD seeks to operationalize a geolocalized monitoring system in order to effectively evaluate and manage REDD+ investments with a view to preserving forests and improving the living conditions of local communities.

The objectives of operationalizing a geolocalized tracking system:

The operationalization of a FONAREDD geolocalized monitoring system aims to achieve several key objectives. First, it will make it possible to establish an integrated monitoring-evaluation system equipped with a geographic information system (GIS) and an up-to-date database. This will generate interactive thematic maps that will help visualize and understand the achievements of programs and projects funded by FONAREDD.

Secondly, this geolocalized monitoring system will make it possible to monitor and evaluate the impacts of REDD+ investments on the preservation of forests and the improvement of the living conditions of local communities. Thanks to georeferenced data, it will be possible to measure the effectiveness of projects and make informed decisions to optimize results.

Third, the operationalization of such a system will make it possible to monitor and evaluate the entire FONAREDD investment portfolio, with the aim of achieving the results of the DRC Investment Plan. This will ensure regular management and monitoring, as well as accountability to stakeholders.

Responsibilities of the Expert in basic data management, GIS and remote sensing:

The Expert in basic data management, GIS and remote sensing plays a key role in the operationalization of the geolocalized monitoring system. Its main responsibilities include the design of the necessary tools, the collection of georeferenced data, the identification of the actors and achievements of the FONAREDD portfolio to be monitored spatially, and the establishment of a harmonized geographic information system.

The Expert will also be responsible for completing and maintaining the georeferenced database of achievements of programs financed by FONAREDD/CAFI, in collaboration with other experts from the portfolio monitoring and management department. He will work under the supervision of the Deputy National Executive Secretary of FONAREDD and in close collaboration with the Monitoring and Portfolio Management Officer..
