“Withdrawal of Minusma from Kidal: The security challenges of returning to the south”

News article: Closure of the Minusma base in Kidal and the challenges of returning to the south

The United Nations Multidimensional Integrated Stabilization Mission in Mali (Minusma) recently closed its base in Kidal, marking the end of its presence in this city in the north of the country. However, the path back south by land is not without difficulty, as recent incidents demonstrate.

Indeed, between Kidal and Gao, three vehicles from the Minusma land convoy were victims of mine explosions in just 24 hours, seriously injuring several peacekeepers. The attacks underscore the security challenges facing the UN mission as it withdraws from areas controlled by rebel groups.

The departure of Minusma from Kidal left the base under the control of rebels from the CSP-PSD coalition, which heightened fears about the security of the convoy as it passed through these unstable regions. Unfortunately, the mission was unable to obtain authorization for UN helicopters to fly over the convoy, which could have strengthened security measures. In addition, three Minusma helicopters are out of service due to lack of spare parts, further compromising the mission’s rapid response capabilities.

Tense relations between Minusma and the Malian authorities are also a contributing factor to these security problems. The mission was not allowed to import necessary spare parts for the helicopters and did not receive the requested green lights for a safer departure. Troop-contributing countries, such as Chad, express frustration with these obstacles and would like a more secure and efficient deployment.

Despite these difficulties, Minusma continues its journey towards the town of Gao, located further south. The convoy is accompanied by armed peacekeepers, but their protection remains uncertain. It will take at least three more days to reach Gao, and the mission remains vigilant for potential threats along the way.

This situation raises questions about Minusma’s ability to ensure stability and security in northern Mali, as well as the challenges it faces during its withdrawal from certain areas. The importance of effective coordination and cooperation between the mission and the Malian authorities cannot be underestimated to ensure the safe return of troops and prevent further attacks. In the meantime, Minusma continues to face complex challenges and remains determined to fulfill its mandate of promoting peace and stability in Mali.
