Introduction :
The Democratic Republic of Congo (DRC) is resolutely committed to training young public administration executives. Under the leadership of the Deputy Prime Minister, Minister of the Civil Service, Modernization of Administration and Public Service Innovation, Jean-Pierre Lihau, the Congolese government is doing everything possible to guarantee adequate training and of quality to these future actors of the administration. This commitment finds its origins in the desire of the Head of State, Félix Tshisekedi, to revitalize public administration and to fight against anti-values practices which tarnish its image.
The renewal of the Congolese public administration:
The rejuvenation of public administration is a priority for President Félix Tshisekedi, who considers that the future of the country lies in the hands of the new generation of administrative executives. It is with this in mind that he recently chaired the exit of the eighth promotion from the National School of Administration (ENA) and the launch of the ninth promotion, named in honor of the freedom fighter Papa Simon Kimbangu.
The ENA, an elite institution to train an elite:
The National School of Administration (ENA) is considered an elite institution in the Democratic Republic of Congo. Its mission is to train public administration executives, instilling in them the values of exemplarity and dignity. Each year, it contributes to the emergence of leading executives, called upon to occupy strategic positions within the public administration.
The fight against anti-values:
One of the priorities of the Congolese government is to combat anti-values that tarnish the image of public administration. Clientelism and corruption are particularly targeted. By training quality executives with impeccable ethics, the ENA and the Congolese government hope to restore the image of the administration and establish a culture of integrity and transparency.
The importance of continuing education:
In addition to the initial training provided at the ENA, the Congolese government recognizes the importance of continuing training for the development of the skills of public administration executives. Thus, actions will be put in place to guarantee a continuing training program, allowing executives to improve throughout their careers.
