Security budget challenges in the Democratic Republic of Congo

During a recent meeting with the Economic and Financial Commission of the National Assembly, Civil Society delegates shared their concerns regarding the 2024 Finance Bill in the Democratic Republic of Congo. Led by various civil society leaders, this delegation drew attention to crucial issues related to security in the country.

One of the major concerns raised during this meeting concerns the salaries and bonuses of Territorial Administrators and their newly appointed Assistants. Indeed, these remunerations are not provided for in the 2024 Finance Bill, which raises concerns about stability and territorial security. Depriving administrators of their salaries risks weakening security in the different regions of the country and opening the door to insecurity.

The question of the allocation of credits to the “secret research costs” budget line was also raised. Delegates criticized the fact that these credits are granted to institutions, ministries and services which are not eligible for this expenditure. This situation calls into question the transparency of public spending and raises questions about the management of allocated funds.

In addition, the lack of solidarity in the distribution of credits to the “special intervention fund” line was denounced. Some political institutions receive large sums of money, while others are neglected. This situation creates disparities and does not promote equitable distribution of resources.

Faced with these concerns, Civil Society calls on national Deputies to use their power of budgetary authority to allocate credits for the salaries of Territorial Administrators and territorial inspectors. This measure aims to ensure stability and security in the different administrative regions of the country.

In addition, Civil Society requests an increase in funds intended for the implementation of security governance in the territories, with a minimum budget of 3,500,000 FC. This is a crucial initiative to ensure security and stability throughout the country.

In conclusion, it is essential to take into account the concerns of Civil Society regarding the 2024 Finance Bill in the Democratic Republic of Congo. Territorial security and stability of the country are at stake, and it is imperative to allocate the necessary funds to ensure the proper functioning of Territorial Administrators and territorial inspectors, as well as to strengthen security governance in the different administrative regions of the country.. Collaboration between different stakeholders is essential to meet these budgetary challenges and guarantee the security of all Congolese citizens.
