“Training for community police officers in Ecuador: Strengthening security and trust with the population”

Training of community police officers in Ecuador, 2023

As part of police reform in the Democratic Republic of Congo (DRC), a six-month training course intended to strengthen the capacities of community police officers was launched in Mbandaka, in the province of Équateur. This initiative, supported by the Police Reform Support Program in the DRC, aims to promote a police force that is closer to citizens and improve the security of the population.

In total, 150 police officers from the Mbandaka garrison are participating in this training, which will be provided by 25 trainers and 19 trained and equipped supervisors. Under the supervision of the General Directorate of Police Schools and Training, these police officers will have the opportunity to deepen their knowledge of the doctrine and principles of community policing.

In addition to the training provided by experts from the Police Reform Support Program, PARP3 also provides for the construction of a modern building which will house the provincial police station of the PNC/Équateur, as well as two sub-stations in the city and its surroundings. These infrastructures will allow better accessibility to police services and will help to strengthen the police presence on the ground.

This initiative is part of a broader desire to modernize and professionalize the security forces in the DRC. By strengthening the capacities of local police officers, it is hoped that this will contribute to establishing a climate of trust between the population and the police, thus promoting the prevention and resolution of conflicts, as well as the pacification of neighborhoods.

The training of community police officers is an important step in the overall reform of the security sector in the DRC. By emphasizing proximity and accountability, this approach will improve the quality of policing, strengthen the rule of law and promote citizen security.
