“The recent acquisition of the organic framework: a major step forward in the functioning of the Ministry of Hydrocarbons in the DRC”

The importance of the organic framework in the functioning of the Ministry of Hydrocarbons in the Democratic Republic of Congo

The Ministry of Hydrocarbons of the Democratic Republic of Congo recently received an essential tool for its operation: an organic framework developed by the general secretariat of the ministry. The delivery of this tool took place on Tuesday October 18, 2023, in the presence of the Deputy Prime Minister in charge of the Civil Service, Jean-Pierre Lihau.

This organic framework aims to strengthen the management, communication and evaluation of the administration of the Ministry of Hydrocarbons. It is a modern human resources management instrument, intended to facilitate the implementation of reform and modernization of public administration.

The Minister of Hydrocarbons, Didier Budimbu, stressed the importance of respecting the employment ceiling set by the organic framework, in order to combat overcrowding and guarantee effective management of human resources. It is also about aligning with the country’s socio-economic development objectives.

The organic structures clearly define the responsibilities of each actor within the General Secretariat of Hydrocarbons. This ensures better coordination and maximizes the efficiency of the administration in its role as driver of the development of the hydrocarbon sector in the DRC.

The organic framework therefore represents a real lever for transforming the method of human resources management, by guaranteeing control of the workforce and the payroll. It serves as a reference for planning, recruitment, performance evaluation and overall personnel management within the ministry.

By providing the general secretariat of the Ministry of Hydrocarbons with this valuable tool, the Deputy Prime Minister in charge of the Civil Service is helping to strengthen the efficiency of the Congolese public administration and to promote the development of the hydrocarbon sector in the country.

In conclusion, the organic framework recently handed over to the Ministry of Hydrocarbons in the DRC is an essential tool for effective and modernized management of the administration. It represents a significant step forward in the reform and transformation of the Congolese public administration, particularly in the hydrocarbons sector.
