Meeting of the ONAPAC Board of Directors: Challenges ahead for Congolese agriculture

In the heart of the Memling hotel, the second session of the meeting of the Board of Directors of the National Office of Agricultural Products of Congo (ONAPAC) was recently held. Chaired by Mr. Muke Mukengeshayi, the CEO of ONAPAC, this meeting provided an opportunity to discuss the challenges facing Congolese agriculture.

ONAPAC, in charge of the supervision and management of agricultural products intended for export, such as coffee, cocoa, rubber, papaya, vanilla, and many others, underlined the major role of ONAPAC in the production chain. Indeed, this institution plays a crucial role in supervising planters, processing, storage and the different stages of the export process.

However, despite these important responsibilities, ONAPAC faces many obstacles. The PCA highlighted the difficulties of mobilizing the funds necessary to cover ONAPAC’s expenses. Out of an annual budget of 15 million dollars, only 3 million are actually mobilized, thus hindering the smooth running of the company. Employee salaries are also impacted, creating a precarious situation for ONAPAC staff.

The PCA also warned of the delaying tactics of certain economic operators, particularly within the Association of Cocoa and Coffee Exporters. The latter question the service fees reserved for ONAPAC, believing that they are too high. If this challenge materializes, it could have disastrous consequences for ONAPAC, already facing budgetary difficulties.

Faced with these challenges, the PCA requested the support of the Minister of Agriculture, José Mpanda, to counter these maneuvers and ensure the sustainability of ONAPAC. It is crucial to preserve this institution which plays an essential role in the development of Congolese agriculture.

This meeting of the ONAPAC Board of Directors highlights the challenges that Congolese agriculture must face. It is essential to find solutions to guarantee the proper functioning of ONAPAC and support Congolese agricultural producers in their development. Agriculture is a key sector for the country’s economy, and it is necessary to give it due attention and support to ensure its prosperity.
