Rural and community entrepreneurship in the agribusiness sector is at the heart of the government’s concerns. During an international conference, measures were taken to support the implementation of local community development plans (PLDC) and strengthen the powers of decentralized territorial entities (ETD). This initiative aims to revitalize and modernize the socio-economic governance of ETDs in the Democratic Republic of Congo (DRC).
One of the recommendations resulting from this conference is the banking of ETDs, as well as the support of the facilitators by the central government. It is also planned to install and equip the services of the Ministry of Planning in the ETDs, while implementing local community development plans. The objective is to ensure transparency in the execution of public spending and to facilitate budgetary consolidation.
To implement these measures, the Minister of Social Affairs, Modeste Mutinga, provided working documents to ETD representatives present at the conference. These were then transmitted to provincial governors, city mayors and municipal mayors.
It is essential to equip ETDs with IT equipment and deploy the expenditure chain to guarantee transparent and efficient management of public funds. This approach will help promote participatory community development, by actively involving citizens in decisions and actions related to agribusiness.
This conference, organized by the Ministry of Social Affairs, in collaboration with the Research and Community Development Support Fund (FSRDC) and the National Fund for the Promotion of Social Services (FNPSS), is part of a desire to strengthen the rural entrepreneurship in the DRC and to promote equitable distribution of economic resources in the territory.
In conclusion, this initiative demonstrates the Congolese government’s commitment to promoting the economic and social development of rural areas, by encouraging agribusiness and strengthening the governance of ETDs. Concrete measures have been taken to implement Local Community Development Plans, to ensure transparent management of public funds and active participation of local communities in agribusiness.
