Affair of sector heads in Masisi: A provincial deputy seizes the Attorney General to denounce irregularities

Title: Irregularities in the designation of sector heads in Masisi: a provincial deputy refers the matter to the Attorney General

Introduction :
The province of North Kivu, in the Democratic Republic of Congo, is once again facing governance problems. This time, it was provincial deputy Alexis Bahunga who decided to take matters into his own hands. He contacted the Attorney General at the Court of Cassation to denounce irregularities in the designation of sector heads, such as forged documents. This affair arouses strong reactions in Masisi and highlights the shortcomings of the system for appointing sector heads in the DRC.

The accusations :
Alexis Bahunga Malira, provincial deputy for Masisi territory, makes serious accusations against the Minister of Decentralization, Eustache Muhanzi Mubembe. According to him, the ministerial decree signed on September 27 contains irregularities, in particular the designation of an alleged customary chief who does not belong to the customary lineage of the territory of Masisi. In addition, he denounces the appointment of a deceased person as sector head of Osso. These two cases indicate a serious dysfunction in the appointment process.

The MP’s reaction:
Faced with these irregularities, Alexis Bahunga did not hesitate to contact the Attorney General at the Court of Cassation. His request is clear: he wants the Minister of Decentralization to be questioned, that investigations be carried out into these facts and that opinion be enlightened. He also wants severe sanctions to be taken against the culprit in order to contribute to the moralization and ethics of public life in the DRC. This action demonstrates a desire for transparency and justice on the part of the provincial deputy.

The context of the ministerial decree:
This case highlights the contradictions between the ministerial decree for Decentralization and the decree of the Minister of the Interior and decentralization concerning the appointment of sector heads in the DRC. The protests provoked by this decree in Goma underline the importance of clarifying procedures and guaranteeing the legitimacy of the appointment of sector heads.

Conclusion :
The affair of irregularities in the appointment of sector heads in Masisi highlights the flaws in the governance system in the DRC. Provincial deputy Alexis Bahunga took the initiative to denounce these irregularities and request investigations to shed light on this matter. Hopefully, this will help bring greater transparency and ethics into public life and ensure more just and legitimate governance in the country.
