The Congolese Parliament approves the 2024 draft budget: A major step towards financial transparency and economic development in the DRC

The Parliament of the Democratic Republic of Congo (DRC) has taken an important step by declaring admissible the 2024 draft budget. This decision was taken during a majority vote in the Lower House of Parliament, within the confines of the Palais du people in Kinshasa.

Presented by Prime Minister Jean-Michel Sama Lukonde, the draft budget for the year 2024 provides for an amount of 40,464 billion FC, an increase of 24.7% compared to the budget of the previous year. The general budget amounts to 36,470 billion FC, with an increase of 20.4% compared to the previous year. Ancillary budgets and special accounts also saw a significant increase.

The Prime Minister stressed that general budget revenues for 2024 would be made up of internal revenues representing 67.3% of the budget, and external revenues representing 32.7%. He also highlighted efforts to broaden the tax base, fight corruption and pursue tax and customs reforms.

Among the new features of this draft budget, we can note the establishment of the program budget for seven pilot ministries, accompanied by annual performance projects. The Ministries of Public Health, Primary, Secondary and Technical Education, Public Works and Infrastructure, Agriculture, Fisheries and Livestock, Rural Development and National Defense are affected by these measures. .

The adoption of the 2024 draft budget marks a major step forward in the planning of the DRC’s resources for the coming year. With a significant increase in funds allocated to different sectors, the government demonstrates its commitment to improving public services and stimulating economic growth.

It is now time for the Economic and Financial Commission of the National Assembly to review the draft budget, make possible amendments and finalize it in accordance with the recommendations of national elected officials. Once adopted, the 2024 budget will play a key role in the implementation of the Congolese government’s policies and programs.
