Suspension of DGRKOR executives and interim appointment of a new director
Major changes have recently taken place within the province’s General Directorate of Revenue and Taxation. Aimé Matamba Cibamba, Thérèse Mitongo Nsana and Patrick Tshikunga wa Mpoyi, respectively Director General, Director in charge of non-tax revenue and Director in charge of tax revenue, were suspended from their functions by the interim governor, Julie Kalenga.
This decision follows numerous accusations made against them by the governorate. Among these accusations, we can cite the absence of overdue collection notes with significant amounts, unexecuted constraints and commands, suspensions of reductions in rental rates by taxpayers subject to rental income tax (IRL) . In addition, the suspended executives are accused of opacity in the management of operating costs, an understaffing of DGRKOR agents at toll points, thus leaving the possibility for subcontracting agents to intervene in the chain of provincial revenues.
The nature of the accusations also extends to the sincerity of the declarations contained in certain waybills presented to tolls, the absence of accounting at the toll points to ensure better traceability of individual payments, as well as discrepancies in taxation and of taxation between tax clerks and taxpayers.
To alleviate this situation, Thérèse Musawu Kazadi, head of the recovery division, was appointed interim Director General of the DGRKOR during the period of suspension of command executives.
This decision aims to ensure continuity in the activities of the General Directorate of Revenue and Taxation, while allowing an in-depth assessment of the accusations brought against the suspended executives.
It is important to emphasize that these changes within the DGRKOR highlight the importance of transparency and efficiency in the management of public revenues. They also illustrate the desire of provincial authorities to fight tax fraud and ensure rigorous management of the province’s financial resources.
