The National Assembly almost unanimously adopts seven draft ratification laws
The National Assembly of the Democratic Republic of Congo recently showed its desire to advance the country’s affairs by almost unanimously adopting seven draft ratification laws. This decision was taken during the plenary on Wednesday September 20, which was also marked by the adoption of the calendar for the September session, the last of this legislature.
Among the bills adopted, we find that authorizing the ratification of Ordinance-Law No. 23/018 of September 7, 2023 modifying and supplementing the law relating to financial leasing, as well as that authorizing the ratification of Ordinance- Law No. 23/019 of September 11, 2023 authorizing the extension of the state of siege on part of the national territory of the DRC.
Other draft laws ratified include that establishing the regime of special economic zones in the DRC, that relating to public debt, that establishing the Medal of Valor for the Fatherland, as well as those modifying and supplementing the Congolese penal code and the Congolese criminal procedure code.
During this plenary, the government was represented by several ministers concerned by these draft laws. Discussions were not deemed necessary, and the projects were voted on almost unanimously by the elected officials present.
This adoption of draft ratification laws is an important step in the country’s legislative process, making it possible to consolidate and validate measures initiated by the government. This demonstrates the desire of the National Assembly to advance the reforms necessary for the development of the country.
However, it is important to emphasize that this ratification process is only a stage, and that the effective implementation of these laws remains essential to achieve the expected changes. Monitoring and evaluating the results obtained will therefore be key elements in measuring the real impact of these ratified bills.
In all cases, this almost unanimous adoption of these ratification bills shows the desire of the elected representatives of the National Assembly to work together to move the country in the right direction. This demonstrates a strong commitment to the development and well-being of the Congolese population.
In conclusion, the adoption of these seven draft ratification laws by the National Assembly of the DRC marks an important step in the country’s legislative process. However, it is now essential to implement these laws effectively in order to truly turn aspirations into reality. The work has only just begun and we will need to continue to closely monitor the progress and results obtained.
