Revisiting the Chinese contract with the DRC and fighting corruption in public finance management
The President of the Democratic Republic of Congo (DRC), Félix-Antoine Tshisekedi, welcomes the work done by the General Inspectorate of Finance (IGF) in the fight against anti-values including corruption in the management of the country’s public finances. With this in mind, the revisitation of the Chinese contract was at the heart of concerns.
Under the enlightened leadership of Jules Alingete, the IGF stood out for its eloquent reports denouncing the unbalanced nature of the Chinese contract concluded 15 years ago under the regime of Joseph Kabila. Indeed, according to the findings of the Inspector General of Finance, Chinese companies benefited from nearly $10 billion, while the DRC only received $1 billion, which demonstrates a disproportionate partnership. .
Following these findings, President Tshisekedi drew a clear line in favor of a win-win partnership. His recent trip to China allowed constructive discussions with Chinese partners, who showed an openness to rebalancing this partnership. Chinese companies have expressed enthusiasm over the DRC’s proposal to review the terms of the contract to allow for a fairer distribution of profits.
The fight against corruption in the management of public finances has been a priority for President Tshisekedi and his government.
