Title: Restoration of the organization of the state examination to the General Inspectorate of Education in the DRC: the appeal of the Synergy of trade union and social organizations
Introduction :
The Synergy of trade union and social organizations of the Democratic Republic of Congo (DRC) recently appealed to the Ministry of Primary, Secondary and Technical Education (EPST) to return the organization of the state examination to the Inspectorate General Education. This request aims to remedy the problems encountered during the last edition of this exam and to improve its organization in the future. In this article, we will examine the reasons behind this call, as well as the issues linked to the autonomy of the General Inspectorate of Education.
The observation of a debacle during the last edition of the state exam:
During the press conference held in Kinshasa, Jean-Bosco Puna, rapporteur for the Synergy of trade union and social organizations, stressed the need to put an end to the debacle observed during the last edition of the state exam. According to him, this debacle is mainly due to the dysfunction of the organization and the centralized management of the General Inspection of Education by the Ministry of EPST.
The autonomy of the General Inspection of Education for better management:
To remedy this situation, the Synergy of trade union and social organizations asks the Ministry of EPST to restore to the General Inspectorate its administrative and financial autonomy in the organization of the state examination. By giving the General Inspectorate greater autonomy, it would be possible to improve the planning, coordination and supervision of this crucial exam for Congolese students.
Respect of the school calendar and social dialogue:
In addition to restoring the autonomy of the General Inspection of Education, the Synergy of trade union and social organizations also asks the Ministry of EPST to respect the school calendar that it itself recently published. It is indeed essential to respect deadlines in order to ensure better management of students’ learning time.
Furthermore, Synergy underlines the importance of respecting the principles and standards that govern social dialogue. Trade unionists must be listened to and their concerns taken into account in order to avoid any situation of muzzling and to promote constructive collaboration.
Conclusion :
The request for restitution of the organization of the state examination to the General Inspectorate of Education by the Synergy of trade union and social organizations of the DRC reflects the desire to improve the management of this crucial examination. By giving more autonomy to the General Inspection, it would be possible to remedy the problems encountered during the last edition and guarantee better planning and coordination in the future. Respect for the school calendar and social dialogue are also key elements to ensure better management of education in the DRC. It now remains to be seen whether the Ministry of EPST will be receptive to this request and will take the necessary measures to meet the expectations of unions and civil society.
