CENI consultation frameworks in the DRC: a decisive step towards credible and inclusive elections

The consultation frameworks of the Independent National Electoral Commission (CENI) of the Democratic Republic of Congo recently ended successfully. From September 20 to 22, 2023, these meetings brought together essential members of the Congolese electorate, such as women, young people, people living with disabilities (PLH) and indigenous people. During these discussions, CENI representatives shared key messages with participants, encouraging informed engagement and warning against the harmful influences of those who oppose the elections.

The President of the CENI, Dénis Kadima, stressed the importance of the active participation of these groups in the electoral process. He urged participants not to allow themselves to be manipulated and to exercise their right to vote responsibly, thus contributing to credible, transparent, inclusive and peaceful elections. He also underlined that these consultation frameworks aim to enable all social strata of the population to get involved in the electoral process and to contribute to the consolidation of democracy in the DRC.

The CENI also highlighted the efforts made to inform and raise awareness among the Congolese population. Patricia Nseya, CENI rapporteur, stressed that the official electoral campaign will begin in 60 days, and insisted on the importance of informed participation.

This open dialogue between the CENI and the various stakeholders in the electoral process was welcomed by Rino Kamidi, representative of IFES (International Foundation for Electoral Systems). These technical exchanges made it possible to cover various aspects of the electoral process, such as electoral lists, mapping of polling stations, accreditations of witnesses, observers and journalists, as well as voting and counting procedures, including the use of the Electronic Voting Device (DEV).

In a tense pre-electoral climate, these consultation frameworks play an essential role in raising awareness and mobilizing the Congolese population. By encouraging active and informed participation, the CENI wishes to make these elections a moment of celebration and democratic strengthening, rather than a moment of mourning.
