“The draft Finance Law 2024 in the Democratic Republic of Congo: an ambitious budget to support economic and social development”

The sector of the Congolese economy is constantly evolving, and one of the key moments of this year is the announcement of the tabling of the draft Finance Law 2024. The Congolese Prime Minister, Jean-Michel Sama Lukonde, submitted this project before the National Assembly on Friday September 15, 2023.

This draft Finance Law shows an increase of 24.7% compared to the budget of the previous year, with a total assessment of 40,463 billion Congolese Francs. This increase reflects the government’s commitment to supporting the country’s economic and social development.

The main objective of this budget is to meet the expectations of the Congolese population. The Prime Minister highlighted several priorities, notably the Defense sector, which requires increased resources to meet its obligations and ensure the security of the country.

Another key sector is that of education, with the continuation of the policy of free education which has already benefited nearly 6 million students. The government also intends to invest in the health sector, with an emphasis on universal health coverage, in particular free maternity and post-partum follow-up.

In addition to these priorities, the 2024 draft budget provides significant means for the diversification of the Congolese economy, by granting more resources to agriculture, fishing and livestock. It also places emphasis on infrastructure, notably the development of agricultural service roads as part of the local development program for 145 territories.

The Congolese government does not neglect scientific research either, providing a significant part of the budget to support this area. This demonstrates the country’s commitment to promoting innovation and technological development.

By tabling the draft Finance Law within the deadlines set by the Constitution, Prime Minister Sama Lukonde and his government have demonstrated their respect for constitutional rules and obligations. This approach was welcomed by the President of the National Assembly, Christophe Mboso.

This tabling of the 2024 Finance Bill marks an important step in the planning and management of the country’s financial resources. It demonstrates the government’s commitment to implementing responsible budgetary policies focused on the needs of the Congolese population.
