Title: The evolution of the Local Development Program in the DRC: A mission of the General Inspectorate of Finance in the province of Kasaï-Oriental

The evolution of the Local Development Program of 145 territories in the Democratic Republic of Congo concerns the General Inspectorate of Finance (IGF). As part of this project, a delegation made up of IGF inspectors recently carried out a mission to the Kasai-Oriental province. The evaluation of the IGF is part of a more general framework for monitoring the execution of the Local Development Program. This program, launched by the President of the Republic Felix-Antoine Tshisekedi Tshilombo, aims to promote development from decentralized territorial entities. It focuses on improving the living conditions of populations, in particular by guaranteeing access to education, health and decent working conditions for territorial officials.
Challenges and constraints:
The IGF evaluation also highlighted certain issues and constraints related to the execution of the program. Among the main concerns are the possibility of contractors not using materials that meet required standards, as well as getting supplies into hard-to-reach areas. To remedy these problems, the IGF has building inspectors equipped with instruments to control the quality of construction works.
Prospects for improvement:
Despite the difficulties encountered on the ground, Inspector General of Finance Victor Batubenga remains confident about the prospects for improvement. He underlines the importance of allowing children to study in good conditions, by having quality schools nearby. Likewise, he insists on the need to guarantee adequate working conditions for territorial officials, in accordance with the vision of the President of the Republic.
