“Exceptional spending in the DRC: Transparency and efficiency at the heart of the issues to guarantee the development of the country”

The exceptional expenditures of the Government of the Democratic Republic of Congo (DRC) are the subject of particular attention. During the 2023 financial year, these expenses reached a total amount of 1,914.4 billion Congolese Francs (CDF), or more than 947.2 million US dollars at the current exchange rate.

According to the public sector cash flow plan for the first two quarters of 2023, planned expenditure was estimated at 2,172.3 billion Congolese Francs (CDF), or more than $1.07 billion. The budget execution rate for these exceptional expenditures thus amounts to 88% of the total amount planned.

These expenses include in particular expenses linked to the Independent National Electoral Commission (CENI), expenses for humanitarian operations and expenses for security operations.

Concerning the Independent National Electoral Commission (CENI), the Congolese Government disbursed an amount of 728.8 billion Congolese Francs (CDF) out of an expected total of 510 billion Congolese Francs (CDF), i.e. a rate of execution of around 143%.

Expenditures for humanitarian operations, for their part, amount to 18.7 billion Congolese Francs (CDF), well below the budget forecasts of 124.5 billion Congolese Francs (CDF), which represents a low rate of budget execution by 15%.

In terms of security operations, the Congolese Government has made enormous efforts, particularly in the context of the tension prevailing in the east of the country and the placing of certain provinces under siege. As of July 31 of the current year, security expenditure amounted to more than 1,166.8 billion Congolese Francs (CDF), i.e. an execution rate of 76% compared to the budget forecasts set at 1,537. 8 billion Congolese Francs (CDF).

These amounts demonstrate the efforts of the Congolese Government to face the challenges facing the country, both electorally and on humanitarian and security levels. However, it is essential that these expenditures are used transparently and efficiently, in order to guarantee the development and well-being of the Congolese population.

Rigorous management of resources and the implementation of appropriate policies will therefore be key elements to ensure optimal use of these exceptional expenditures and promote the sustainable development of the DRC.
