In the first quarter of 2023, expenditure made under emergency procedures by the Congolese government saw a significant drop. According to a report from the Ministry of Finance, these expenditures reached a volume of 483.5 billion Congolese Francs (CDF), a decrease of 59% compared to the same period of the previous year.

This reduction in expenditure on emergency procedures represents a ratio of 11.8% compared to total government expenditure. An improvement compared to previous quarters, where this ratio was 10.3% and 11.6% respectively.

The report highlights that the total expenditure of the Congolese government for the first quarter of 2023 amounted to 4,095.18 billion Congolese Francs (CDF), down compared to the fourth quarter of 2022 when they were 6,644.34 billion. Congolese francs (CDF).

More precisely, the expenditure in emergency procedure was distributed as follows: 1,660.58 billion Congolese Francs (CDF) for the month of January, 1,053.55 billion Congolese Francs (CDF) for the month of February, and 1,381.04 billion Congolese Francs (CDF) for the month of March 2023.

It is important to note that during the evaluation of the fourth review of the FEC program in June 2023, the Congolese government set itself the objective of limiting expenditure carried out under emergency procedure to 10% of total expenditure. Although the government did not achieve this goal, the significant drop in emergency procedure spending shows progress in the country’s financial management.
