“The Prime Minister submits an ambitious 2024 budget proposal in the Democratic Republic of Congo”

The Prime Minister, Jean-Michel Sama Lukonde, recently tabled the 2024 draft budget estimated at 40,463 billion Congolese francs. This filing comes shortly before the opening of the ordinary session in September 2023, marking the end of the mandate of the 3rd legislature of the 3rd Republic.

In his speech, Jean-Michel Sama Lukonde underlined the importance of meeting constitutional requirements by tabling the budget on time. The proposed budget is presented as balanced and represents an increase of 24% compared to the previous budget year.

The government attaches particular importance to the defense sector and therefore allocates significant resources in this area. Health is also a priority, with emphasis placed on Universal Health Coverage, in particular free maternity and post-delivery follow-up. The government also provides sufficient resources to continue the free primary education program.

At the same time, the government is committed to continuing reforms, with an emphasis on the diversification of the national economy, particularly in the agriculture, fishing and livestock sectors, as well as in industry with the creation of new special economic zones. Infrastructure is also a priority, particularly within the framework of the Local Development Program for 145 territories (PDL-145T).

The government also plans significant investments in agricultural service roads, in order to support the development of the agricultural sector. Furthermore, measures are planned to modernize public administration, improve the salary conditions of civil servants and promote scientific research.

The 2024 draft budget reflects the government’s commitments to these reforms and national priorities. It aims to meet the needs of the Congolese population and stimulate the country’s economic growth.
