According to the authorities, these groups see Benin as a transit zone between the Sahel and Nigeria, used for trafficking and supplies. Their objective would be to cause population movements to create empty areas where they could establish themselves.

Do not neglect civilian aspects in the fight against terrorism
Although the military response is essential, many actors stress the importance of not banking everything on an exclusively military approach. Benin has thus implemented civil-military actions, such as development projects and social services in the northern regions. The aim is to promote social inclusion and prevent radicalization by providing opportunities for local populations.
