Measures taken against vehicles abandoned on public roads in Kinshasa

In the Congolese capital, Kinshasa, the problem of vehicles abandoned on public roads has become a major concern. To remedy this situation and ensure the smooth flow of traffic, the Deputy Divisional Commissioner of Police, General Blaise Kilimbambalimba, recently announced the implementation of strict measures against the owners of these negligent vehicles.

According to a press release from the PNC (Congolese National Police), any owner or holder of a vehicle without a license plate or in a wrecked state, abandoned for a period less than or equal to five days, will be ordered to clear out. If the owner is not identified or cannot be contacted, a notice will be affixed to the vehicle, preceding the formal notice or summons.

If the vehicle is not removed within 48 hours following the summons or formal notice, the police or an authorized private owner will remove it, at the expense of the owner or keeper. If the owner is present, he will be asked to sign the document relating to the removal of the vehicle. The procedure for returning the impounded vehicle will begin with payment of the costs incurred by its removal as well as the impound management costs.

These measures do not concern vehicles displayed or parked in places authorized for commercial purposes, nor vehicles involved in offenses provided for by the highway code and covered by the Road Traffic Police.

It is essential to emphasize that these actions aim to improve the quality of life of the inhabitants of Kinshasa by guaranteeing smooth and secure traffic. In addition, it contributes to the aesthetics of the city by eliminating abandoned vehicles which can become visual waste.
