The administrators of the territories of Kasaï-Oriental claim their unpaid salaries for nine months. These politico-administrative authorities say they have never received operating costs since their assignment last November. This situation puts them in a precarious situation, confronted with multiple difficulties such as the lack of means of transport and of defense and security forces to intervene in the event of conflicts in their areas of administration.

One of the administrators of the Miabi territory, Jean-Pierre Tshibasu, testifies to the difficulties they face: “We are suffering because the territory is decentralized. We have to finance operations ourselves, such as the purchase of office supplies. No state expenses are covered. There are correspondence to send to the province, but how can we do it? Even the territorial administrator and his assistants do not have enough to eat, but we have to get up every morning and go to the land office.”

This situation is all the more difficult to live with for these administrators as some of them have had to contract personal debts to ensure the functioning of their administration.

It is urgent that the competent authorities take this situation into account and find solutions to regularize the salaries and operating costs of the administrators of the territories of Kasaï-Oriental. These people play an essential role in the management of local affairs and their financial support is crucial to ensure the proper functioning of their administration.
