The president of the Kinshasa Provincial Assembly, Godé Mpoyi Kadima, finds himself in difficulty in the face of a motion of no confidence carried by the provincial deputy Mbonzi wa Mbonzi of the Mouvement de liberation du Congo (MLC). In this resolution, the president of the APK is accused of defamation and attack on the honor of the provincial deputies of Kinshasa as well as the abuse of power in the exercise of his functions.
The controversy arose from a telephone message from President Godé Mpoy to his colleagues during the showdown between him and Governor Gentiny Ngobila. The remarks made would have harmed the image, the responsibility and the honor of the provincial elected officials of Kinshasa. For the provincial deputy Mbonzi wa Mbonzi, the dissemination of the allegations of President Godé Mpoy in social networks would aim to tarnish the image of the APK as well as to tarnish the reputation of the provincial deputies of Kinshasa at the approach of the electoral deadlines .
The abuse of power in the exercise of his functions is another fault alleged against President Godé Mpoy. This is mainly the case of vehicle credit contracted by the provincial elected officials of Kinshasa with Afriland First Bank. Since Godé Mpoy maneuvered to obtain the withholding of payment from the bank, the fees deducted each month from the emoluments of provincial deputies by President Mpoy were no longer paid to Afriland First Bank. This case is likely to be expensive for MPPs since today, reimbursement poses a serious problem at the risk of seeing MPPs lose their homes by July 26.
The APK parliamentary assistants also criticize President Mpoy by claiming 19 months of arrears of their bonus. For this, a period of 48 hours is granted to Mpoy to explain himself to the provincial elected officials of Kinshasa. The General Inspectorate of Finance (IGF) is already seized of the file and has asked President Godé Mpoy to send it the quantified details relating to the vehicle loan with Afriland First Bank.
The fate of Godé Mpoy at the head of the Kinshasa Provincial Assembly will be known next Wednesday at the end of the plenary
