United States sanctions six individuals involved in the conflict in the Democratic Republic of the Congo

The United States recently took action to sanction six individuals involved in fueling conflict and instability in eastern Democratic Republic of Congo (DRC). According to a document from the Office of Foreign Assets Control (OFAC) of the United States Treasury Department, these individuals are Rwandan and Congolese nationals who belong to militias or armed forces that contribute to instability in the region and commit serious human rights violations.

Among those sanctioned is Brigadier General Andrew Nyamvumba, Chief of Operations of the 3rd Division of the Rwandan Defense Forces (RDF). According to the document, the 3rd division of the Rwandan army entered the territory of the DRC at the beginning of 2022 and attacked the positions of the Congolese army in collaboration with the combatants of the M23, an armed group which maintains links with Rwanda. .

These sanctions reflect the United States’ commitment to resolve the crisis and address the dire humanitarian situation in eastern DRC. Brian E. Nelson, Under Secretary of the Treasury for Terrorism and Financial Intelligence, said the United States will not hesitate to hold accountable those involved in human rights abuses.

It is important to underline that General Nyamvumba had already been quoted in a report presented to the UN Security Council by the group of experts on the DRC. This report mentioned several senior Rwandan officers involved in supporting the M23 armed movement in eastern DRC.

The sanctions imposed by the United States block all property and interests of designated persons located in the United States or in the possession of American persons. They also target entities that are owned, directly or indirectly, by 50% or more of the sanctioned persons. US companies and individuals are generally prohibited from conducting transactions with sanctioned persons unless specifically authorized.
