Financial sanctions against actors in the conflict in the DRC: a step towards accountability
The United States Department of Treasury recently took strong action by targeting six major players in the conflict in the Democratic Republic of the Congo (DRC). This decision marks the United States’ commitment to hold accountable those who commit human rights abuses and to support a peaceful resolution to the crisis in the DRC.
At the heart of the conflict is the province of North Kivu, where the Rwandan-backed M23 movement has gained strength in recent months. In response, the Congolese army (FARDC) and various militias, including the Democratic Forces for the Liberation of Rwanda (FDLR), were mobilized, thus contributing to the instability of the region.
Among those targeted by the sanctions are Apollinaire Hakizimana, the FDLR defense commissioner, and Bernard Byamungu, deputy commander of M23. Colonel Salomon Tokolonga of the FARDC 3411th Regiment and Brigadier General Andrew Nyamvumba of the Rwandan Defense Forces have also been identified for their roles in escalating the conflict.
These financial sanctions have direct consequences on the persons concerned, thus freezing their assets in the United States. In addition, financial institutions and any other party engaging in transactions with these individuals also expose themselves to sanctions or coercive measures. The purpose of these sanctions is not only punitive, but also to bring about positive behavior change.
