“The Democratic Republic of Congo adopts a historic budget of 40,464 billion Congolese Francs for 2024”

The Government of the Democratic Republic of Congo (DRC) announced the adoption of the finance bill for the 2024 financial year during the Council of Ministers on Friday August 25, 2023. This budget is estimated at 40,464 billion Congolese francs, or nearly 20 billion US dollars, which represents an increase of 24.7% compared to the previous financial year.

According to the Minister of State in charge of the Budget, Aimé Boji, this draft budget for 2024 is presented in balance, both in terms of revenue and expenditure. The total revenues planned for the 2024 financial year are distributed as follows: 36,470 billion CDF for the general budget, 705 billion CDF for the ancillary budgets and 3,289 billion CDF for the special accounts. This represents increases of 20.4%, 30.2% and 103.6% respectively over the previous year’s levels.

General Budget revenues consist of internal revenues, estimated at 24,550 billion CDF (67.3% of the budget) and external revenues of approximately 11,920 billion CDF (32.7% of the budget). Current revenues, including customs and excise revenues, tax revenues, non-tax revenues and revenues from oil producers, are all up from the previous year.

The Congolese Prime Minister, Jean-Michel Sama Lukonde, will have to submit the 2024 finance bill to the National Assembly on September 15, 2023 for examination.

This new budget allocation is of capital importance for the Democratic Republic of Congo, because it will finance national programs and projects in various sectors, such as education, health, infrastructure and economic development. The country is counting on this significant increase in the budget to promote economic growth, reduce poverty and improve the living conditions of its population.

It is essential to emphasize that transparency and good management of financial resources are essential to ensure the efficiency of the use of these funds and to build citizens’ trust in government institutions.
