The Independent National Electoral Commission (CENI) of the Democratic Republic of Congo (DRC) has recently taken steps to ensure inclusiveness and fairness in the upcoming elections. In a statement released on August 22, 2023, the CENI announced changes to its electoral calendar to allow for the participation of all stakeholders in an equitable manner.

Extension of the submission of candidacies to the provincial deputy:

In order to guarantee the full participation of candidates for provincial deputies, the CENI has decided to extend the period for submitting candidacies. This measure aims to offer all political actors enough time to prepare and submit their candidacies under the best conditions.

Postponement of the election of municipal councilors

The CENI also decided to postpone the election of municipal councilors in certain territorial entities. This decision follows the conflicts related to customary power and administrative demarcation that exist in these regions. Thus, the election of municipal councilors will take place only in the provincial capitals, on December 20, 2023.

Consideration of deposits for municipalities not concerned:

The CENI would like to reassure the independent candidates, as well as the political parties and groups that have already paid their deposit for the municipalities not concerned by the election of municipal councillors. These guarantees will be taken into account when organizing the election in the remaining municipalities in 2024, according to a revised calendar which will soon be published.
