The keys to effective management of public finances: fighting corruption and promoting ethics

The management of public finances is a major issue in ensuring the proper functioning of institutions and the economic development of a country. Unfortunately, corruption and embezzlement are often obstacles to transparent and effective management.

With this in mind, the General Inspectorate of Finance (IGF) and the Agency for the Prevention and Fight against Corruption (APLC) recently organized a seminar, in collaboration with the Cellule d’Innovation et de Change des Mentalités (CICM) , in order to raise the awareness of the public officers of the companies in the portfolio and public establishments on the importance of changing mentalities in the management of public finances.

During this two-day training, participants were familiarized with the fundamental principles of public financial management and were guided towards a better understanding of anti-corruption tools. The objective was to promote a qualitative change in the management of public establishments and companies in the Portfolio.

One of the main points discussed during this seminar was the establishment of ethics committees in each public establishment and company in the Portfolio. These committees will serve as guarantors of ethics, morality and the fight against corruption within these bodies. This initiative aims to free public establishments from harmful practices that hinder their productivity and efficiency.

In addition, the importance of carrying out an audit before new officers take up their duties was underlined. This allows newcomers to better understand the reality of the company and to take appropriate measures from the start of their mandate.

This approach has already borne fruit, as confirmed by Gabriel Kabananga, finance inspector and brigade leader in charge of public enterprises and public establishments. However, it is noted that this practice should not be systematic, but rather adapted to the specific needs of each situation.

The Inspector General of Finance and Chief of Brigade, representing the IGF at the closing of the seminar, welcomed the initiative of the CICM to organize this training session for the agents of public companies. He also expressed his understanding that the fight against anti-values, corruption and embezzlement will require a committed new generation to bring about change in the country.

In conclusion, it is essential to promote a change of mentalities in the management of public finances in order to fight against corruption and ensure transparent and effective management.. Ethics committees and pre-appointment audits are valuable tools for achieving this goal. The commitment of everyone, from leaders to employees, is necessary to establish a culture of responsibility, ethics and patriotism within public institutions
