The DRC, a country in the throes of change, is striving to promote local governance to strengthen its decentralization process. On June 12, 2023, the University of Lubumbashi in the province of Haut-Katanga hosted an international symposium on the issue of promoting local governance. Many university professors attended, with the aim of defining the subjective causes of the political instability of the provinces in the DRC, and of proposing avenues for the proper implementation of political and administrative governance at the local level.
Julien Paluku Kahongya, Minister of Industry and practitioner of decentralization for 21 years, suggests adapting the constitution to the real realities on the ground for the proper implementation of decentralization, and thus encourage the emergence of the DRC. As for André Mbata Mangu, first vice-president of the National Assembly, he insists on the quality of provincial elected officials which should be put forward to encourage their proposal for edicts.
For two days, eminent professors from the provinces of the DRC formulated proposals for the proper implementation of political and administrative governance at the local level. These resolutions will be presented to the President of the Republic, to the speakers of two chambers of Parliament and to the Prime Minister.
The evolution of local governance and the decentralization of the DRC are key issues to ensure fair and sustainable development of the country. With the active participation of local and international experts, the DRC is on the right track to find solutions to its current challenges and to implement a new model of governance adapted to local realities.
