The issue of the state of siege in the provinces of North Kivu and Ituri continues to generate debate and discussion. In a round table on the evaluation of the state of siege, some participants pleaded for the return to the normal functioning of the institutions in these provinces.

Deputy Gratien Iracan, who did not take part in the round table, recalls that the National Assembly had already voted a resolution in 2021 calling for the lifting of the state of siege, which has not currently been implemented. by the government. According to him, the decision to lift or not the state of siege must be up to the elected representatives of the people, and not to consultations of different social strata organized late.

On the other hand, other political actors, members of the Sacred Union, believe that the head of state has the right to listen to the opinions of the population before deciding to lift or maintain the state of siege. For them, it is legitimate to carry out consultations to take into account the different perspectives and find the best solution to ensure security in the region.

On the other hand, Hortense Maliro, a human rights activist, points out that the state of siege has not achieved its objectives of securing the province and restoring peace. She therefore pleads for the return to the normal functioning of civilian institutions, affirming that the population of North Kivu supported the Armed Forces of the Democratic Republic of Congo (FARDC) during this exceptional period, but that it is time to let the institutions work independently.

The round table on the assessment of the state of siege enabled the participants to formulate recommendations intended for the President of the Republic. These recommendations aim to clarify its decision concerning the lifting, the requalification or the maintenance of the state of siege.
