“Preservation of the achievements of the state of siege: the provinces of Ituri and North Kivu in the DRC continue to fight for peace and security”

The preservation of the achievements of the state of siege in the provinces of Ituri and North Kivu in the Democratic Republic of Congo was discussed during a government briefing following the closing of the Round Table meeting on its evaluation. This measure, initiated by the President of the Republic, aimed to restore peace and security in these regions.

The Minister of Communication and Media, Patrick Muyaya, highlighted the considerable progress made in terms of reopening roads and resuming commercial activities in Ituri. However, the North Kivu region has been affected by the M23 crisis, which has disrupted stabilization efforts. It is therefore crucial to preserve these achievements and to take a decision on maintaining, lifting or reclassifying the state of siege, taking into account the recommendations of the Round Table.

The military spokesperson recalled the context which led to the establishment of the state of siege, with the emergence of CODECO and local militias in Ituri, as well as the presence of negative forces and armed groups in North Kivu. The state of siege made it possible to circumscribe these threats, to neutralize certain armed groups and to reopen roads. It is therefore essential to preserve these advances while strengthening the capabilities of the armed forces.

Moreover, in reaction to the statement by the American Secretary of State calling for de-escalation between the DRC and Rwanda, the Minister of Communication and Media denounced propaganda aimed at justifying Rwanda’s aggression. According to the military spokesperson, the DRC does not serve as a rear base to destabilize its neighbors and the FDLR no longer pose a serious threat.

The state of siege was decreed by President Tshisekedi on May 3, 2021 and made it possible to initiate actions aimed at restoring stability in the provinces of Ituri and North Kivu.
