The importance of responsible management of public funds is a major challenge for any economy, and the Democratic Republic of Congo is no exception. In this spirit, a capacity building workshop was recently held, bringing together representatives of public establishments and State Portfolio companies. Organized by the Innovation and Mentality Change Unit of the Presidency of the Republic, in collaboration with the General Inspectorate of Finance (IGF) and the Agency for the Prevention and Fight against Corruption (APLC), this workshop aimed to make public managers aware of the importance of responsible management of public funds and to equip them to achieve this.
Under the theme “Let’s change our mentalities for a new Congo”, this workshop addressed various issues related to the financial management of state enterprises and public establishments. The IGF has played a key role in providing information on public finance management, highlighting the importance of the contribution of state enterprises and institutions to the country’s budget. It is alarming to note that this contribution has considerably decreased over the years, falling from 36% in 1984 to only 0.24% in 2021. It is therefore essential that the current mandataries rectify the situation by redirecting budgets towards investment and adhering to good financial management practices.
The workshop also addressed the issue of good governance and the fight against corruption. Beyond the technical aspects of financial management, the aim was to make participants aware of the importance of changing mentalities and adopting ethical behavior in the management of public funds. The representatives of the APLC underlined the harmful consequences of corruption on the development of the country and encouraged the representatives to assume their responsibilities in the fight against this scourge.
This initiative is an opportunity for public managers to remember the importance of their role in the country’s development and to share their experiences and ideas for improving the management of public funds. It also highlights the Congolese government’s commitment to promoting transparent and accountable governance, and to fighting corruption.
