The evolution of the Local Development Program in the Democratic Republic of Congo continues to raise concerns within the General Inspectorate of Finance. This ambitious project, initiated by President Felix-Antoine Tshisekedi Tshilombo, aims to promote development from decentralized territorial entities.
As part of monitoring the execution of this program, an IGF delegation visited several territories and villages in the province of Kasaï-Oriental. In Tshilenge, a bitter observation was made following the destruction by the population of the fired brick work of the administrative building. Residents expressed their displeasure saying cement blocks would have been more appropriate.
Among the other observations made by the delegation, we note the advanced state of disrepair of National Road No. 1 at the entrance to the province of Lomami. Despite these difficulties, work is progressing at certain sites, such as Manda, where significant progress has been made despite the constraints related to the delivery of construction materials.
The Inspector General of Finance, Victor Batubenga, insists on the importance of guaranteeing favorable conditions for the education of children, with the establishment of quality schools, as well as accessible health services. It also highlights the need to ensure that contractors use the correct materials and adhere to construction standards.
As part of the inspection of structures, the IGF has building engineer inspectors equipped with instruments to check the quality of constructions. This expertise aims to prevent the risks associated with the use of lower quality materials.
Despite the challenges encountered, the Deputy Territory Administrator of Katanda welcomes President Tshisekedi’s initiative to ensure good education and health conditions for children. He remains optimistic about the progress of the Local Development Program and its impact on the development of decentralized territories.
