Contracts signed by Congolese intellectuals and their impact on the development of the Democratic Republic of Congo

The Inspector General and head of service of the General Inspectorate of Finance in the Democratic Republic of Congo (DRC), Jules Alingete, recently brought to light an alarming observation concerning the contracts signed by Congolese intellectuals. According to him, despite their large number and the advantages that some have enjoyed, these intellectuals have not worked for the development of the country, quite the contrary.

The most striking example is that of the Chinese contract signed in 2008. According to the IGF, this contract has actually been detrimental to the DRC, further favoring individual interests to the detriment of the country. Jules Alingete denounces the way in which these intellectuals drafted the provisions of certain contracts, making it difficult or even impossible to revise them in the event of a dispute. Moreover, he points to the fact that certain clauses indicate that the competent courts to settle disputes are located in foreign countries, which weakens the national judicial power.

Faced with this reality, the Public Expenditure Observatory (ODEP) calls on the Congolese authorities to initiate proceedings against those who have favored the looting of DRC resources by foreign companies. It is also time for Congolese intellectuals to become aware of their role in society and to truly commit themselves to the development of the country.

However, it is important to stress that not all Congolese intellectuals are to blame. There are many talented professionals who are actively working to promote the economic, social and cultural development of the DRC. It is therefore essential not to generalize and to recognize the commitment of those who invest in the well-being of their country.
