Title: Restoration of the one-stop shop for the collection of tax on profits, profits and patent: an essential workshop for economic growth

Introduction :
The province of Kongo-Central in the Democratic Republic of Congo (DRC) has been hosting a crucial workshop since August 7 on the restoration of the one-stop shop for collecting tax on profits, profits and patents. This initiative, led by the Ministry of Finance, aims to revitalize the tax base and achieve an ambitious target of 36 billion Congolese Francs (CDF). This workshop is devoted to the pilot phase which concerns the city of Kinshasa and the province of Kongo-Central. The ultimate objective of this reform is to make the one-stop shop operational from 1 October 2023.

A workshop for the implementation of the recommendations of the reform:
The participants in this workshop will have the opportunity to discuss various parameters that will allow the implementation of the recommendations resulting from the reform initiated on April 27th. Memoranda of understanding have been signed between the Directorate General of Taxes (DGI) and the Directorate General of Revenue of Kongo-Central (DGRKC), as well as between the DGI and the Directorate General of Revenue Kinshasa (DGRK). This reform aims to optimize the mobilization of tax revenue and exceed the objectives set in the 2023 Finance Law.

Workshop deliverables:
During these meetings, several working documents will be delivered. First of all, a procedures manual will be drawn up in order to guarantee clear and efficient procedures in the management of the one-stop collection office. Then, prototypes will be developed to test and validate the different stages of the process. Finally, an operational action plan will be drawn up, detailing the various actions to be implemented to ensure the proper functioning of the one-stop shop.

Expected impacts of the reform:
The establishment of a one-stop shop for the collection of tax on profits, profits and license has many advantages for the economic development of the DRC. First, it will allow for better management and traceability of tax revenues, thus reducing the risk of fraud and tax evasion. Secondly, it will facilitate administrative procedures for micro-enterprises, by grouping the various procedures into a single point of contact. Finally, it will help build investor confidence by creating a more transparent and predictable tax environment.
