Introduction :

The Congolese government recently launched an important workshop on the establishment of a one-stop shop for the collection of tax on profits, profits and license in charge of micro-enterprises. This initiative aims to revitalize the tax base and optimize revenue mobilization to achieve the objectives set by the 2023 Finance Law. This article looks back on this workshop and its challenges for the Democratic Republic of Congo.

Development :

From August 7 to 11, 2023, workshop participants will discuss the mechanisms needed to implement the recommendations resulting from the reform that took place in April 2023. This reform follows the signing of memorandums of understanding between the General Directorate of Taxes (DGI) and the country’s financial authorities. The main objective of this workshop is to make the reform operational from October 1, 2023 in its pilot phase, which will concern the city of Kinshasa and the province of Kongo Central.

It is expected that this workshop will produce three key working documents: a procedures manual, the prototypes of the common procedures documents, and an operational action plan. These documents will serve as the basis for the concrete implementation of the reform and the establishment of the one-stop shop for the collection of tax on profits, profits and license in charge of micro-enterprises.

The tax reform in the DRC aims to optimize tax collection and combat tax evasion. It also aims to simplify procedures for businesses, by centralizing the various stages of tax collection. This will reduce administrative burdens and facilitate tax compliance for micro-enterprises.
