Title: The latest progress of the Local Development Program in the Democratic Republic of Congo
Introduction :
The Local Development Program (PLD) is at the heart of concerns in the Democratic Republic of Congo. Recently, a large delegation from the General Inspectorate of Finance visited the province of Kasai Oriental to assess the progress of work in several territories and villages. The delegation of the General Inspectorate of Finance was able to observe the progress of the work in more than 8 sites in the province of Kasaï Oriental. While some advances are encouraging, others raise concerns. In the territory of Tshilenge, for example, the building under construction of the administrative center was destroyed by the population due to the use of fired bricks instead of cement bricks. This situation highlights the need to ensure that the materials used in the works comply with the required standards.

Monitoring the execution of the Local Development Program is essential to ensure its success. It is with this in mind that the General Inspectorate of Finance has equipped its inspectors with measuring instruments to determine the quality of works under construction. They thus have the ability to assess the dimensions of the reinforcement used and the strength of the concrete used. This makes it possible to detect any anomalies and to take the necessary measures to guarantee the proper execution of the work.
Financial and logistical challenges:
In addition to the challenges related to the quality of the works, financial monitoring is also a major concern. The IGF Deputy Head of Service stresses the need to assess the quantity of materials used in order to prevent possible misappropriation of funds. In addition, logistical problems such as the delivery of construction materials can hinder the progress of the work.
