Launch of technical assistance for the development of public-private partnership in the DRC: a significant step towards improving the business climate.

The Minister of State and Planning, Judith SUMINWA TULUKA officially launched the start-up workshop for the technical assistance contract work relating to support for the development of the public-private partnership framework in the Democratic Republic of Congo (DRC) . The workshop organized by the Public-Private Partnership Advisory and Coordination Unit (UC-PPP) with financial support from the World Bank aims to strengthen public-private partnership for infrastructure development in the DRC in the framework for improving the business climate.

According to the UC-PPP project manager, Billy Tshimbambe, this activity responds to the Government’s approach to use the private sector to benefit from its expertise, technical and management capacity to develop Congolese infrastructure through innovative financing. . This workshop thus marks the start of activities relating to the contract signed with the Government by two firms, CPCS and Africa Rails opportunities, selected to support the establishment of public-private partnership frameworks in the DRC.

For six months, the consultant will organize many exchanges with different stakeholders to ensure the success of the project. It should be noted that the contract will be supervised technically by the CU-PPP and administratively by the Coordination Unit of the Support Program for the Development of Micro, Small and Medium Enterprises (UC-PADMPME). Other activities are also planned, such as presentations of reports and training sessions on public-private partnership.

The Minister of State and Minister of Planning, Judith SUMINWA welcomed the holding of this workshop which materializes the vision of the Head of State Félix Antoine Tshisekedi Tshilombo. It is determined to build an enabling environment that encourages massive private sector investment to boost the DRC’s economy by creating both wealth and jobs.

For its part, the UC-PPP is a public establishment and a technical body of the Government whose mission is to apply national policy and to draw up its program of activities in collaboration with the private sector. It is also responsible for promoting public-private partnership and building a database of related projects.

In short, this workshop to start work on the technical assistance contract relating to support for the development of the public-private partnership framework in the Democratic Republic of Congo marks an important step for the strengthening of the public-private partnership for the development of infrastructure in the DRC. This partnership will benefit not only from innovative financing but also from the expertise of the private sector which will be able to guarantee the development of Congolese infrastructures.
