The fight against corruption is a hot topic in the Democratic Republic of Congo (DRC). The national deputy Pasi Zapamba Buka Jean-Pierre has initiated a bill amending and supplementing the decree of January 30, 1940 on the Congolese Penal Code, in order to strengthen the penalties for the corrupt and corrupters. The Administrative and Legal Policy Commission (PAJ) approved this report and allowed the deputies to propose amendments, with a view to inserting imprescriptibility of legal proceedings for the corrupt and corrupters.
Pasi Zapamba Buka’s bill raises practical issues for those in power, because Grand Corruption is the cancer of Congolese society. To fight against this practice, the bill proposes the imprescriptibility of legal proceedings until the condemnation even death of the corrupt or the corrupt. This bill is also expected to be continued for a prescribed period of 10 years by the heirs of the convicted person before the extinction of the public action.
The measures proposed by national deputy Pasi Zapamba Buka are strongly supported by Congolese parliamentarians and citizens. Corruption robs the country of its means and thus reduces the efficiency of the oil industry, the economy and society. This bill is therefore an important step in the fight against corruption and improving economic and social development in the DRC.
