The special and temporary commission responsible for hearing the national deputy Daniel Safu Butshiemuni for his remarks inciting tribal hatred met this Monday, June 5, 2023. The deputy had been summoned for his recidivist behavior which “desacralizes the function of elected of the people and undermines the good repute of the lower house of parliament”. The commission is composed of 20 members appointed by the President of the National Assembly and assisted by cabinets and the administration of the Lower House of Parliament.
As a reminder, Daniel Safu had made insulting remarks and vilified the Congolese of the “Luba” tribe in a television program. He later issued a public apology and was pardoned by a previous commission. However, he did it again by issuing threats and inciting tribal hatred during an opposition march. These remarks had been considered extremely serious and unworthy for a national deputy.
Daniel Safu’s summons sparked reactions in the National Assembly. Some deputies denounced his odious behavior and asked for his sanction to save the brand image of the national representation. The debate remains open on how elected officials should behave in order to remain worthy of their office.
In conclusion, the National Assembly is taking measures to guarantee exemplary conduct for its elected representatives and to avoid abuses. This case tends to show that abusive language and tribal hatred can have serious consequences and negative impacts on national cohesion.
