“Election plans in the DRC: MP Ngaruye Muhozi Emmanuel’s fears about the territories of Rutshuru and Masisi”

June 2023 in DR Congo: the bill on the distribution of seats examined by the Political, Administrative and Legal Commission (PAJ) of the National Assembly arouses mixed reactions. The provincial deputy of North Kivu, Ngaruye Muhozi Emmanuel, considers that it is not necessary to groom this bill because the majority of the voters of the territories of Rutshuru and Masisi are not yet enrolled due to the Rwandan aggression of which the DRC is a victim in its eastern part.

The absence of these voters deprived of their civil rights (vote) worries the deputy who remains pessimistic about the participation of his electoral stronghold in the elections scheduled for December 2023. Rutshuru and Masisi are among the territories claimed by the Rwandan aggressor, this which reinforces fear among the non-enlisted population. If June 25 is the date for filing candidacies for national deputy, what would be the point of filing a candidacy for a voter who does not exist? This requires exceptional courage, says the MP.

He therefore recommends to the Head of State to make efforts to restore peace in these regions in order to increase his chance of running for the supreme office for the second time. This notably involves the liberation of all the territories conquered by the Rwandan army under cover of the M23 terrorists.

While the Political, Administrative and Legal Commission (PAJ) of the National Assembly examines the bill on the distribution of seats in this month of June 2023, the absence of the majority of voters from two territories (Rutshuru and Masisi ) worries the provincial deputy of North Kivu, Ngaruye Muhozi Emmanuel. The conflicts in the east of the country have prevented their enrollment and therefore deprived these populations of their civic rights. Although the participation of these two territories in the elections scheduled for December 2023 seems compromised, the elected representative of Rutshuru calls for efforts by the Head of State to bring peace to these regions, a sine qua non condition to allow their participation in the elections.
