Introduction:
A delegation from the Inspectorate General of Finance (IGF) visited the city of Mbuji-Mayi, in the province of Kasai-Oriental, to assess the work carried out under the Local Development Program of the 145 Territories (PDL-145T). This evaluation mission aims to monitor the execution of this program which aims to promote the development of the various localities concerned. In this article, we will present the main conclusions of this evaluation.

Improved school infrastructure for children in remote locations:
One of the main findings of the IGF delegation concerns school infrastructure. According to Victor Batubenga, head of the delegation, it is essential to guarantee access to quality education for children in territories far from Mbuji-Mayi. In particular, he insists on the need to have health centers near schools, in order to take care of students if necessary. He also recalls the importance of optimal working conditions for territorial officials, in accordance with the expectations of President Félix Tshisekedi.

Challenges to be met for the finalization of the work:
Despite notable progress, the IGF delegation also identified certain challenges to be overcome in order to finalize the work. Among these, reference is made to the destruction of an administrative building under construction in the territory of Tshilenge by the population. Nevertheless, the delegation is optimistic about the continuation of the works, while stressing the need to control the quantity of materials used by the contractors.

Economic constraints and the impact on the prices of supplies:
Jonas Ilunga Besa, Deputy Territory Administrator of Katanda, who accompanied the IGF delegation, mentions the economic constraints that influence the prices of the supplies needed for the work. He cites in particular the increase in the price of the bag of gray cement, from less than 60 USD to now 60 or even 65 US dollars. This situation represents an additional challenge for the actors involved in carrying out the work.

Conclusion:
The evaluation of the work of the Local Development Program of the 145 Territories in Mbuji-Mayi by the General Inspectorate of Finance highlights both the progress made and the challenges to be overcome. The establishment of quality school infrastructure for children in remote areas is an essential aspect of the program.
