Title: Vital Kamerhe encourages collaboration between financial authorities and economic operators

Introduction :

As part of improving collaboration between financial authorities and economic operators, Vital Kamerhe, Deputy Prime Minister and Minister of National Economy of the Democratic Republic of Congo, held a meeting with heads of financial authorities . The objective of this meeting was to discuss the various demands of economic operators in various sectors and to find solutions to promote better collaboration.

Update on the demands of economic actors:

During the meeting, Vital Kamerhe took into account the claims of importers of petroleum products, operators of the telecommunications sector and importers of corn in the Haut-Katanga region. He asked the Directorate General of Taxes to suspend the issuance of regularization notices on the payment of VAT on losses and shortfalls that the State pays to oil companies. He underlined that this approach is legal, but that the shortfalls are calculated and paid excluding tax, which makes the request for regularization unjustified.

Regarding corn importers in Haut-Katanga, Vital Kamerhe recalled that the government has decided to grant them total exemption for any import. He insisted on the fact that the Congolese Control Office must comply with this measure during laboratory control operations.

Harmonization with telecommunications operators:

The Minister of National Economy also gave instructions to the heads of the financial authorities to work in close collaboration with the telecommunications operators in order to find a balance in the fiscal taxation which currently opposes them. A harmonization meeting between the Ministries of National Economy, Finance and Hydrocarbons, as well as the General Directorate of Taxes, will be organized soon to examine the issue of tax expenditure on petroleum products.
