The Public Expenditure Observatory (ODEP) recently drew attention to a worrying situation at the Central Coordination Office (BCECO). Indeed, the ODEP denounces the attempt of this institution to escape the control of the General Inspectorate of Finance (IGF) concerning the public funds allocated to the Local Development Program of the 145 Territories (PDL-145T).
According to the ODEP, the BCECO refuses to submit to the control of the IGF, invoking the presence of the Court of Auditors. However, the NGO affirms that the Court of Auditors has not mandated a control mission on the contracts awarded by the BCECO. This refusal to cooperate raises concerns about transparency and the proper management of public funds.
ODEP considers BCECO to be one of the main impediments to the proper functioning of the public procurement authority, due to its out-of-system contract execution practices. This civil society platform therefore advocates for strict controls and measures to eradicate corruption in the Democratic Republic of Congo.
The ODEP goes even further by recommending the abolition of the BCECO and the prohibition of parallel structures and procedures, in accordance with the law relating to public procurement. It also stresses the need for increased transparency in the management of public funds, in accordance with international standards.
However, it should be noted that the general management of BCECO denied any opposition to a control of the IGF. She recommended a round table bringing together the heads of the different institutions in order to find a compromise.
The PDL-145T, which received public funding of $1.66 billion, aims to improve the lives of more than 70 million Congolese in rural areas. Nearly 32.5% of these funds are managed by the BCECO. It is therefore crucial to ensure transparent and effective management of these resources in order to achieve the objectives set.
In conclusion, ODEP sheds light on the dubious practices of BCECO and calls for greater transparency in the management of public funds. It is essential that the authorities take measures to strengthen controls and prevent corruption.
