“Democratic Republic of Congo: The Business Climate Unit actively participates in the development of the emergency plan to improve the business climate”

The Business Climate Unit (CCA) actively participated in the development of the Emergency Business Climate Improvement Plan, presented by the Minister of State in charge of Planning, Judith Suminwa Tuluka, during a meeting of the steering committee of the thematic group business climate, public-private partnership, investment promotion and job creation. The validation of the selected reforms was approved by all stakeholders, both public and private. This document aims to provide concrete and rapid solutions in order to solve the problems that disturb the business climate.

The various reforms proposed in the document were chosen by the Business Climate Unit (CCA), the Primature and the Ministry of Planning, during the preparatory work organized by these institutions. In the area of ​​taxation, the rationalization of DGRAD controls for all taxes payable by an economic operator is one of the reforms selected. To improve legal and judicial certainty, the establishment of a mediation committee for the various sales representatives has been proposed.

The CCA was also responsible for monitoring the implementation of the reforms of the Emergency Business Climate Improvement Plan. Under the coordination of Mr. Bashala Kubindia Rock, the structure worked in close collaboration with the Presidency of the Republic, the Primature and the Ministry of Planning. Mr. Marcel Mulumba Kenga, principal expert in charge of reforms, represented the CCA during the meeting of the steering committee.

In addition to the Business Climate Improvement Emergency Plan, the Business Climate Unit’s main mission is to study, analyze, evaluate and take charge of all issues and initiatives relating to the improvement of the business environment. economic and business climate in the Democratic Republic of Congo. This includes the study of all questions submitted by the President of the Republic relating to the economic environment and business climate, assistance to the President of the Republic for all national and international issues relating to the business climate in the Democratic Republic of Congo, collection of concerns, difficulties and constraints faced by economic operators, dialogue between the public sector and the private sector, among others.

In conclusion, the Emergency Plan for Improving the Business Climate is a positive first step to solving the urgent issues that are disrupting the business climate in the Democratic Republic of Congo. The Business Climate Unit plays a crucial role in improving the economic environment. The implementation of the selected reforms will be monitored by the Ministry of Planning in collaboration with the CCA and ANAPI, and assessment points will be carried out in early September and November 2023
