“Controversy around the distribution of seats in the National Assembly in the DRC: the external audit required before the examination of the law”

Faced with the contestation of certain political actors and civil society, the bill on the distribution of seats in the National Assembly in the Democratic Republic of Congo is the subject of a lively controversy. For the national deputy Gratien De Saint-Nicolas Iracan Unen, elected from Bunia Ville (Ituri), the examination of this law cannot take place without a rigorous and credible external audit, in particular because of the scandals denounced during the identification operations and voter registration. The government has however adopted this text, affirming that the reliability of the electoral register has been certified.

In this context of tension, the opposition decided not to participate in the general debate on the bill. If the majority continues the debate despite their absence, Gratien De Saint-Nicolas Iracan Unen recalls that their position is justified: “We cannot be convinced today that this file is perfect, that in any case no, we demand when even that there is a proper audit so that we have a file that is well done,” he said.

As a prelude to the national legislative elections, scheduled according to the calendar of the Independent National Electoral Commission between June 1 and 15, this controversy further accentuates the uncertainty that reigns over the credibility of the electoral process.
