The Congolese government has recently taken important steps to ensure the ethics and good conduct of the soldiers of the Armed Forces of the Republic (FARDC) as well as to strengthen strategic and defensive training. Two draft decrees were submitted for consideration at the meeting of the Council of Ministers.
The first draft decree concerns the adoption of a code of ethics and good conduct for FARDC soldiers. This code aims to establish clear rules of conduct, to strengthen the moral integrity and professional ethics of the military, and to fight against anti-values in the exercise of their missions. It also emphasizes respect for human rights, the rules of armed conflict, the protection of the civilian population and the environment, as well as the fight against sexual violence. By defining these guidelines, the government seeks to promote a professional and responsible army, at the service of the nation.
The second draft decree concerns the creation of the College of Advanced Studies in Strategy and Defense (CHESD). It is a public establishment whose mission will be to train qualified auditors in the fields of defence, security and strategy. CHESD will operate as a regional center of excellence and will have administrative and financial autonomy. It will be placed under the supervision of the Minister in charge of National Defence.
This initiative responds to the need to strengthen the country’s strategic and defensive capabilities in a constantly changing regional and international context. The CHESD will train experts capable of analyzing security issues and proposing strategies adapted to the challenges facing the Democratic Republic of Congo. It will thus contribute to strengthening the stability and security of the country.
