The previous article mentioned the installation of the new management team of the General Inspectorate of the Congolese National Police. Composed of Principal Divisional Commissioner Patience Ya Mushid, Divisional Commissioner Roger Nsinga and Divisional Commissioner Jolly Limengo, this team took office on Wednesday, July 19, 2023. The installation took place in the presence of retired former Inspectors General, representatives of the General Inspectorate of the Armed Forces of the Democratic Republic of Congo (FARDC), FARDC officials and technical and financial partners of the police reform.
In his speech during this installation, the Deputy Minister of the Interior, Jean-Claude Molipe, recalled the government’s concerns regarding the reform of the Congolese National Police. He stressed the importance of having a professional, apolitical, republican police force that respects human rights. Unfortunately, some police officers have not always respected these principles and have acted in an abusive and oppressive manner. Faced with these abuses, Jean-Claude Molipe urged the new officials to exercise strict control to ensure the proper functioning of the PNC and to punish any reprehensible behavior in order to prevent impunity.
For his part, the new Chief Divisional Commissioner Patience Ya Mushid, Inspector General of the PNC, expressed his desire to make the General Inspectorate an audit structure and an instrument of change for police officers reluctant to reform the PNC. He stressed the importance of making the PNC a republican, democratic police force, accessible to the population and respectful of fundamental rights and public freedoms. Patience Ya Mushid also requested the government’s support for the realization of his mission and expressed confidence in his ability to meet the challenges ahead.
Divisional Commissioner Raus Chalwe Ngwashi, who previously held the position of Inspector General of the PNC and has just been appointed military vice-governor in the province of Ituri, gave a positive assessment of his mandate. He mentioned the efforts made to mechanize and pay the PNC agents, as well as the training of new classes of inspectors.
In conclusion, the installation of the new management team of the General Inspectorate of the Congolese National Police marks an important step towards the reform of the PNC. It is now a question of ensuring that the Congolese police are professional, respectful of rights, and that they fully play their role in the service of the Congolese population
