The Kinshasa Police Commander’s parade during the 9th Games of La Francophonie in 2023 was a landmark event for the Congolese capital. Blaise Mbula Kilimbalimba, newly appointed to this position, took this opportunity to send a strong message to the police, emphasizing the security of the city before, during and after the games.
In his speech, Blaise Mbula Kilimbalimba called on the police to show discipline and change their behavior. He insisted on the importance of restoring the image of the police, long tarnished by the abuses of certain officers. He also said that any policeman who indulges in harassment would be severely punished.
The police commander also expressed his willingness to reassure visitors about safety. He urged his men to work for the success of the Games of La Francophonie, so that participants and spectators feel safe throughout the event.
To guarantee the integrity of the police force, Blaise Mbula Kilimbalimba announced the setting up of a database allowing the denunciation of police officers who indulge in harassment. He warned against abuse, saying officers should not be the first to suffer the harshness of the law.
In addition, the Kinshasa police commander revoked all service bulletins and mission orders issued before his arrival. He made it clear that certain practices, such as harassment of the population, would no longer be tolerated. Agents who engaged in such practices are now forced to change their attitude.
Blaise Mbula Kilimbalimba also warned against fabricating false mission orders in internet cafes, threatening legal action against those responsible for such activities.
